Under what circumstances should we send out news releases concerning the current situation versus just internal communications? (for example, when a student or staff member is told to self-quarantine due to possible exposure, or when a student or staff member actually tests positive)

At this point, there are thousands of people in self-quarantine for thousands of reasons… so there is no need to announce that. Confirm it if asked and have a statement ready (As you do) but NR, no. From my perspective, a positive test or symptoms awaiting a test are the time to let people know with an announcement. That will change in the next few weeks however, as more people become sick and testing positive will be old news. And ALWAYS have a statement ready with the current situation, so if asked, you are prepared.
